With the release of the latest update for Disney Dreamlight Valley, two new characters have ed the game, one of which is the long-awaited Oswald. Unfortunately, while Daisy, the other new arrival, is available to everyone as part of the free update, Oswald can only be obtained by those who have already purchased the A Rift In Time DLC.
To find Oswald, you must complete the newly available quests, The Sunken Ruins and another titled, A Bit Of Help From Your Friends. They can be pretty time-consuming, but once those quests have been completed, you can find Oswald at the bottom of the ruins after completing the Ancient Ruins Puzzle and begin The Spark of Imagination quest.

Welcome Oswald To Dreamlight Valley
As soon as you head through the trapdoor, you will view a small cutscene showing that a peculiar rabbit is lurking in this part of the ruins. Once the cutscene ends, head over to him and initiate a conversation to begin The Spark of Imagination quest.
Oswald will indicate that there is a missing piece of the lever that you will need to find. Interact with the machine behind Oswald to startle him, at which point an exclamation mark will fall off of him. Pick it up and use it on the broken lever to raise the bridge.
Follow Oswald to the center of the room and speak with him, after which he will drop a Question Mark from his head. Pick it up, as well as the white gears floating around the room, and then head down the path next to him to the crafting table where you can build a Question Mark Wheel.
Use the Question Mark Wheel on the contraption at the center of the room by Oswald and spin the wheel. Once the path has moved, follow Oswald up the steps and speak to him where he will drop yet another Question Mark.

Collect the question mark and find all the floating white gears again and then head back to the crafting table and build another Question Mark Wheel. This will allow you to reach a platform where you will find a horn.
Collect it and bring it back to where Oswald waits and place it on the pillar behind him. Scare him with it to make him drop another Exclamation Point and then place that in the lever on the platform you are on. Initiate that to raise the path and then spin the wheel until it lines up.
Follow Oswald to the end of the path and then collect the Spark of Imagination. A small cutscene will play out before Merlin appears. Unfortunately, it is not the real wizard Merlin, but Jafaar, and he has come to steal the Spark of Imagination. After the cutscene ends, return to Oswald and speak with him, at which point the Spark of Imagination quest will end and Oswald will come to the surface where he can begin his official welcome quest.
How To Welcome Oswald In Disney Dreamlight Valley
Complete The Oswald's Many Dimensions Quest
Before Oswald can officially move to Eternity Isle in Disney Dreamlight Valley, you will need to speak with him regarding the construction of his home. Firstly, however, he will instruct you that you are not properly dressed for the occasion, and he would like you to match him. This simply means that you will need to wear a black shirt and white pants. He will also gift you a Black and White Fedora at this point that you will also need to equip.
When you change clothes, look for a tab with Oswald's face. This is the best way to ensure you equip an outfit he will approve of since he will show you all the acceptable options in your Disney Dreamlight Valley inventory.
Now that you're dressed the part, Oswald would like you to help him pick some Black or White Flowers around the island. He specifically needs 8, and it does not matter if it's four and four, so long as you have 8 total flowers that are either white or black.
Unfortunately, due to a miscommunication, this is not what Oswald wanted. In frustration, Oswald will instruct you to follow him where he will have you literally break down the communication barrier, a large film square, with your pickaxe.

How To Open The Laugh Floor Door In Disney Dreamlight Valley
Mike and Sully are waiting for players on the Laugh Floor in Disney Dreamlight Valley, but unlocking the door will require a monster disguise.
Now that the barrier is broken, Oswald will be able to speak. At this point, he will inform you that what he originally meant is that he wants his Disney Dreamlight Valley house back. For this, he will need you to craft his Oswaldian Pencil which requires 15x Tropical Wood, 10x Coal Ore, and 1x Amber.
If you have all of these requirements, head to a crafting station and make the Pencil. Return to Oswald where he will then hand over a newly drawn house for you to place. Once placed in the Valley, return to him to get his approval.
Oswald will then inform you that his new home lacks depth and the solution is to go get some 3D glasses. Head to Scrooge's store and speak with Scrooge about ordering some clothing where you will see the option for Oswald's 3D glasses.
Be sure to earn a lot of Star Coins before heading in, as the glasses will cost you 1,050 of them. Once purchased, equip them, and then you'll be led to interact with the sign at Oswald's House while wearing them. With that, Oswald's Home will be completed, and he will officially become a permanent resident of Disney Dreamlight Valley.
