Perk Packages are modifiers that ively give bonuses to players and their picked classes. The perk packages affect the utility, speed, and synergy of a player's equipment and play style, and in Modern Warfare 2, perks packages have been split into three categories, Base, Bonus, and Ultimate. Each loadout allows two Base Perks, one Bonus perk, and one Ultimate perk, and choosing the right combination of perks not only gives players individual customization of their operator, but also the slimmest of margins to compete against others on the battlefield.

Base Perks are available at the beginning of each game, and these perks focus on giving individual advantages to players versus helping the team as a whole. Introduced the MW2 beta test, Base Perks range from extra equipment, reduced damage and stun from grenades, and higher mobility. With two perks equipped, players will be able to increase their survivability.

Allows looting of ammo and throwing knives from dead bodies

Equipment can be thrown further with previewed trajectory

Modern Warfare 2: Every Perk Package Available And What They Do

After the Base Perks, players can equip a Bonus Perk. These perks unlock over time with quicker unlocks for more active players who rack up eliminations, objectives, and tactical plays. Like Base Perks, Bonus Perks give players individual advantages although some offer assistance to the entire team, including perks that benefit from the recent minimap change. Bonus Perks also focus on advantages in lethality, offering options to decrease reload time, carry more Lethal Grenades, and more.

Fast Hands

Reloading, swapping, and equipment use become quicker

Focus

Hold Breath duration increases and flinch is reduced when aiming down sights

Killstreak reward cost is reduced by one; Scorestreak cost is reduced by 125

Resupply

Awards an additional Lethal Grenade and equipment recharges every 25 seconds

Spotter

Operators can hack enemy bombs, spot enemy equipment, and reveal them to team when aiming down sight

Ultimate Perks, as the name implies, are the best perks available to players, and "ultimately" take the longest to unlock. Just like Bonus Perks, these perks will unlock faster for more active players while providing truly battle-changing buffs to increase a player's survivability. Ultimate Perks have a heavy focus on health and life regeneration, but they also include tactical upgrades as well. Combining these Ultimate Perks with the new and improved Gunsmith system can unlock terrorizing combos for players and their operators.
