This will start the quest 'So You Want to Be a Fisher', followed by 'Way of the Fisher'. Completion of both missions will unlock the Fisher class.

The Major-General minion will be rewarded upon unlocking the achievement No More Fish in the Sea I. The requirements state that you must get "5,000 points in a single voyage on the Indigo Route." This is done by Ocean Fishing. The activity is easily unlocked by speaking to Fhilsnoe (X: 7.8, Y: 14.5) at the Fishermen's Guild and completing his quest.

Ocean Fishing is only available every two hours (Earth Time). Speak to Dryskthota (X: 3.0, Y: 12.7) in Limsa Lominsa Lower Decks to participate.
