The developers of FF7's Eligor being turned into a boss, as it had a memorable design.
It's revealed early on in the story of FF7 Remake that the embodiments of fate, known as the Whispers, are working hard to ensure that the events of FF7 play out in the new timeline. The Whispers will even attack Aerith or wound Jessie as part of their plans, in order to ensure that Cloud doesn't deviate too far from the original story. In the end, the Whispers fail in their mission, as the cast is able to break free from their original destiny from FF7 and can create a new tale of their own making. This means the story events of FF7 Rebirth are free to completely ignore everything that happened in FF7.
One way in which the FF7 Remake timeline was different is that Cloud wasn't as interested in working with Avalanche as before. This was why the Whispers intervened and injured Jessie, as it left the Avalanche team a man down, prompting Cloud to step up for the second reactor mission. The fact that Cloud wasn't as close to Avalanche meant that he never visited their secret base, which was beneath the Seventh Heaven bar and was accessed by a lift hidden beneath the pinball machine. It turns out that the basement Avalanche base almost made it into the game, but had to be cut, along with a significant part of the story.
FF7 Remake's Avalanche Base Was Supposed To Be Part Of Tifa's Cut Chapter
It turns out that Tifa had a section cut from FF7 Remake. It was revealed in an interview with FF7 Remake Co-Director (Scenario Design) Motomu Toriyama and Co-Director (Game Design / Programming) Naoki Hamaguchi on the Square Enix website that Avalanche's basement base was completed, as it was going to be part of a section between Chapter 8 and Chapter 9, where the player controlled Tifa. This would be during the section of the game where Cloud is in Sector 5 with Aerith and it would show the of Avalanche learning about Don Corneo, prompting Tifa to go undercover in order to find out what he knows. The developers decided that this section would be too disruptive to the story, so it was cut, along with the Avalanche base.
It's likely that elements of Tifa's cut section appeared in the story of the INTERmission DLC for FF7 Remake, as Yuffie sees Avalanche as they return without Cloud. It's a shame that the Tifa portion was cut from the game, as it not only resulted in the removal of the Avalanche base, but it could have fleshed out a piece of FF7's story that was never shown in the original game. Tifa did get some playable sections in FF7, and if the story of Final Fantasy VII Rebirth doesn't deviate too far, then she should get some more in the future.
