It seems that there was a secret hint to Homelander's ultimate plan in The Boys that even fans may not have even caught onto. One certain aspect of the Supe's costume subtly communicates what Homelander has planned for humanity.

But this plan was actually hinted at every time the Supe was on-, according to one co-creator. The Boys' artist Darick Robertson made a post on Twitter that revealed his original designs for several of the Seven, such as Starlight, A-Train, Queen Maeve, and of course, Homelander. One fan compliments the designs and asks what the original inspiration was for Homelander's outfit. Robertson replies that the hero's outfit was largely inspired by Captain Marvel's original costume with an American aesthetic. Robertson also revealed that the emphasis of the eagle imagery was a creative choice requested by The Boys' writer, Garth Ennis, and it actually is meant to serve as a nod to character Judge Dredd.

Judge Dredd hails from the anthology comic series 2000 AD and lives in an over-the-top fascist police state. In Dredd's world, crime is rampant and the only force to combat it are the Judges, who act as judge, jury, and executioner, handing out harsh prison and death sentences to lawbreakers. And like Homelander, Judge Dredd's uniform includes a shoulder pad modeled after an eagle, a subtle jab at the use of overtly patriotic imagery hiding acts that trample on the rights of individuals. While The Boys has plenty of other references that communicate the fascist nature of Vought-American and its Supes, this hidden nod to Judge Dredd serves as one of the best hints to what Homelander's ultimate goals are.

The world that Judge Dredd inhabits is not a good one, but it is the sort of universe that Homelander would want. A world where only a select few have total authority over others and exert that will over anyone who crosses them. Homelander's eagle might have only been picked up by hardcore Judge Dredd fans as a reference, but it does an effective job at hinting at the world he wants to make a reality.
