Kang the Conqueror, also known as Nathaniel Richards, is an Avengers and Fantastic Four foe and a fairly enigmatic figure in the Marvel Universe. His origin has shifted over time (often because he wished it so), with hints his lineage includes Doctor Doom and Reed Richards, aka Mister Fantastic. But regardless of his shifting origins, the central tenet of Kang’s character has remained the same. He is a scientist from the thirty-first century who used time travel to become a conqueror of the past and future.
During the epic 16-part “Kang Dynasty” storyline, Kang destroys the UN and conquers much of the world. Of course, the Avengers fight back, eventually crashing his spaceship and destroying his invading army. The Avengers want to take him down together, but Thor steps in, insisting they help the survivors while Captain America deals with Kang himself. Thanks to the Super Soldier Serum, Captain America is a "peak human" - a term denoting anyone whose body is at the absolute limit of human potential. But despite this fact, Kang actually holds his own for much of the battle. The fight is one between equals, and while Captain America triumphs, he's exhausted by the effort, appearing to win only because he wants it more, while Kang is secretly content to fall to a worthy foe and leave his empire to his clone son.
There's no instance of Kang actually taking the Super Soldier Serum in the Marvel Universe, but it doesn't necessarily have to have been shown in order for it to be possible. Kang’s time travel abilities allow him to be almost everywhere in history at once, and even to create and then destroy alternate timelines. It's certainly plausible that he could have popped in at a point where the Super Soldier Serum was accessible and taken it without anybody knowing. This also falls in line with Kang’s character - he's obsessed with victory, and sees himself as the glorious end product of the human race. There's no doubt that seeking out the serum would help Kang realize this vision of himself.
Kang has been compared to Steve Rogers many times, from his instinctual skill with any weapon to his tactical genius. While his physiology may be enhanced by being born and raised in the future, what's clear is that something has closed the unavoidable gap between them, and Kang's capabilities make him a Super Soldier in all but name. As series like Kang the Conqueror and Timeless revise Kang's past and showcase his future, it's worth fans keeping in mind that while he may often choose to work through technology or intermediaries, Kang has proved he can match a Super Soldier like Captain America blow for blow. While it may not be official Marvel lore that Kang has the Super Soldier Serum coursing through his veins, it's a fact that in of the threat he poses on the battlefield, he's every inch a Super Soldier.
