Personas are one of the most fun and iconic mechanics in Persona 3 Reload. With multiple Personas, you can switch between various powerful forms to tackle any challenge Tartarus throws your way. You can unlock more Personas by fusing existing Personas together in the Velvet Room. You can also unlock new Personas by completing Social Links, hanging out with your male friends, fighting certain enemies, or completing Elizabeth's requests.

With so many Personas to choose from in Persona 3 Reload, it can be hard to decide the best one to bring as you push further through the main story. Some of the strongest Personas in the game come from very specific fusions; others are only unlocked once you complete a certain Social Link. While these Personas may only appear later in the game, they are by far the strongest.

16 Hua-Po

Magician Arcana

One of the better early-game Personas to work toward, Hua-Po is one of the better magic-attack s with a high magic stat and good agility. However, she is not acquired through a traditional Fusion, so she can be unr to get. This can result in not seeing her until later, so if you are looking for an alternative, try finding an early-game Persona with a decent magic score.

One possible alternative is the High-Pixie Persona, which can be fused with Jack Frost and Pisaca.

Instead, to get Hua-Po, you will have to first find the Small Cheongsam to unlock her ability to fuse. To do so, you will have to complete Elizabeth's 56th request, meaning she is going to be a later early-game Fusion rather than an early one.

Still, it can be worth the wait. Once you have the item, you can then fuse either Oberon (Emperor) and Rakshasa (Strength) or Principality (Justice) and Zouchouten (Chariot).

that while these stats are small-looking compared to the others on the list, your Personas do level up and will increase over time.

14 Siegfried

Strength Arcana

Siegfried is one of the better mid-game Personas to fuse and find of the Strength Arcana. You will encounter him as Elizabeth will request to see a Siegfried with a certain skill, the one in question being Endure. You will have to make a couple of different Fusions to make this happen, but when you do, you get the request completion and a fairly strong Siegfried to use in the game.

To get this version of Siegfried, you will have to fuse Mada and Leanan Sidhe. This will give you a Kaiwan with the proper skill, and you can then fuse Kaiwan together with Rangda to get Siegfried. This will give you what you are looking for and allow you to use him in battle. You can use him while you are waiting to get some of the later Personas on this list, which generally takes much higher levels and more Personas to unlock.

13 Thor

Chariot Arcana

Thor, the famous Norse god of thunder, is an excellent Persona with some of the best Electricity attacks in Persona 3 Reload. He is a Persona of the Chariot Arcana and focuses on sending lightning coursing through the battlefield and following it up with some strong Strike damage. Before you can fuse Thor in the Velvet Room, you will need to complete the Chariot Social Link with Kazushi Miyamoto.

You can complete Miyamoto's Social Link quickly by ing the Track Team in April.

Once Miyamoto gives you the Sports Tape, you can fuse Thor in the Velvet Room. Once you do, here are his stats:

Like most Personas, there are a few different combinations that transform into Thor. If a fusion results in a Chariot Arcana, it could end up being Thor. Many players have found success by fusing Mada of the Hanged Man Arcana with Dionysus of the Moon Arcana or combining Byakko (Temperance) with Ose (Fool).

12 Alice

Death Arcana

Alice is an infamous Persona of the Death Arcana who has a high chance of instant-killing an enemy with a Darkness attack. When fully leveled up, she automatically revives from Light-based insta-kills and can even perform an Almighty attack. Alice requires a Special Fusion formula to unlock unlike other Personas, whom you can fuse through multiple combinations (so long as they result in the appropriate Arcana). Special Fusion formulas are fusions of more than two Personas, each being highly specific to the formula.

Alice requires four Personas in her Special Fusion formula. You will need Pixie of the Lovers Arcana, Lilim from the Devil Arcana, and two more Lovers Personas: Narcissus and Titania. This unique combination of love and shadow brings Alice into the world, ready to assist you on your journey through Tartarus in Persona 3 Reload.

11 Arahabaki

Hermit Arcana

This is the ultimate Persona in the Hermit Arcana, and it is only unlocked after maxing out Maya’s Social Link. However, even then, you will have to wait until after 9/21 to fuse Arahabaki as well as reached player level 60. Additionally, you will have to get the Screenshot Data, making this particular Persona a little tricky to fuse.

To max out Maya’s Social Link, you will have to do so with Ms. Isako Toriumi, who is only available at certain times, adding to the trickiness of this Persona. See YouTuber Faz’s video for how to do so.

Once you get around to fusing Arahabaki, you can use either Houou (Star) and Throne (Justice) or Kali (Strength) and Raphael (Lovers) to get the right Persona.

This is an excellent Persona to use for the end-game before you get to some of the strongest ones later, and they can reflect and resist a fair amount of damage. While they have more weaknesses than most, this is balanced by their other stats.

Once you have Arahabaki, you can use their skills to help you in various boss battles in Persona 3 Reload.

10 Susano-o

Fool Arcana

The Fool Arcana includes many valuable Personas, such as Susano-o, a troublesome yet heroic Japanese god with some excellent physical attacks. This god of storms is quite adept with his sword, charging his physical attacks and reflecting Light attacks at max level.

Like Alice, Susano-o can only be obtained through a Special Fusion of multiple Japanese Personas. Susano-o's Special Fusion formula includes Take-Minakata (Hanged Man), Take-Mikazuchi (Emperor), Okuninushi (Temperance), Shiki-Ouji (Chariot), and Kikuri-Hime (Priestess).

9 Beelzebub

Devil Arcana

Beelzebub is a tricky Persona that you will only get in the late stages of Persona 3 Reload. He is the greatest Persona of the Devil Arcana with terrifying magic attacks, a chance at a Darkness insta-kill, and the ability to inflict Fear onto his enemies. To fuse this Persona, you will need to complete the Devil Social Link with President Tanaka. Unlocking his Social Link in Persona 3 Reload can be hard, as you need Rank 4 in your Social Link with Maya the Hermit Arcana, Charm Level 4, and 40,000 Yen.

Once Tanaka gives you the Thank-you Letter upon completing his Social Link, you can work on Beelzebub's Special Fusion formula. Beelzebub requires six different Personas, five of which hail from the Devil Arcana. If you want Beelzebub on your team, you first need Incubus, Succubus, Pazuzu, Lilith, Baal Zebul (the only non-Devil Arcana on the list, hailing from the Moon Arcana), and Abaddon. Fusing these six Personas together will create Beelzebub.

8 Thanatos

Death Arcana

Thanatos is the master of the Death Arcana and acts as the god of death in the Greek pantheon. He is an exceptional Persona with resistance to Fire, Ice, Wind, and Electricity. He can instantly kill all fearful enemies and fully revive once per battle. Like many other great Personas, his fusion is locked behind Pharos, the Death Social Link. Pharos' Social Link is tied into the main story, so no matter what, you will complete this Social Link by the end of the game.

Thanatos' Special Fusion formula includes six Personas from the Death Arcana. Obtaining these Personas is harder than unlocking the fusion since some even require Special Fusions. If you fuse Pisaca, Pale Rider, Loa, Samael, Mot, and Alice together in the Velvet Room, you will end up with Thanatos, ready to bring death to Tartarus.
