The narrative of ancestors of characters in Pokémon Diamond and Pearl, which means players can piece together the mysteries of what happened to them after Legends: Arceus' true ending. Volo's fate is left largely unexplained, but there are subtle hints that point toward what happened to him.
[Warning: Spoilers for Pokémon Legends: Arceus are below.]
When players first meet Volo in Pokémon Legends: Arceus, he's a wondering merchant with the Gingko Guild. He seems ingly interested in the protagonist, but outside of appearing at a few odd times, there's nothing early on to suggest he's more than a friendly face. As the story progresses, however, it quickly becomes apparent that Volo isn't just a merchant - and that he may have some ulterior motives for helping players out.
All of this comes to a head in the post-game once credits have rolled. In the lead-up to Pokémon: Legends: Arceus' true ending, Volo reveals that he's behind the strange happenings in Hisui in an attempt to conquer Arceus. Finally revealed as the true villain, Volo summons Giratina and players must fight both of them in order to save the world. After this, Volo escapes - but not before declaring that he'll do whatever it takes to find Arceus, even if it means waiting centuries.
Volo Could Reappear In Pokémon Legends: Arceus DLC
After fighting Volo, players must "meet every Pokémon" in Legends: Arceus' Pokédex before being able to meet Arceus by playing the Azure Flute. Along the way, they'll encounter Professor Laventon, who mentions that Volo stopped by and was helping behind the scenes. Laventon says that he believes Volo has some motive for continuing to help them, despite being outed as the villain. However, Volo doesn't show up again.
Although never explicitly stated, fans have theorized that Volo is the ancestor of Cynthia from Diamond and Pearl. This is exacerbated by the fact that the two look alike - and that their teams have many of the same Pokémon on them. Cynthia eventually meets Arceus in SoulSilver and HeartGold, perhaps alluding to the fact that Volo vows to meet Arceus even if it took centuries. While Volo didn't meet the Pokémon himself, his descendant did.
It's also possible Volo will appear in future Pokémon Legends: Arceus DLC. The open-ended nature of Volo's fate certainly suggests players will encounter him again. It's unusual for a Pokémon game to end with its main villain on the lam, so it's possible Volo will show up for a rematch. For now, Pokémon Legends: Arceus DLC isn't officially announced, but a recent Daybreak update did add some more postgame content.
