You stated it in your article, but you still seem to have missed it - Omega discovered time travel, Tecteun used the Timeless Child to give her people the ability to regenerate. Tecteun introduced regeneration, Omega introduced time travel. They weren't "Time Lords" until Omega. Probably people are confused because "Time Lord" is being used for the pre-time traveling people of Gallifrey. And they were apparently called Shobogons and not Gallifreyans, so I guess they changed the name of their planet, as well? Someone got carried away, I think.
