Gandalf is far from alone in having many names/titles - Saruman, Sauron, Aragorn, and many others in Tolkien's legendarium have a multitude of identities that they are known by.
Where does the assumption come from that of Alatar/Morinehtar and Pallando/Rómestámo, one name is correct and the other was a "draft" that would not have been used? Given Tolkien's many names of many of his characters, there's a better chance that both pairs of names would have been legit.
