No gender swap going on. Thats Shalla Bal..she takes over after Norrin Radd as the Silver Surfer. But given that this is an alt world with a diff Dr Doom etc it could very well be that Radd was never SS in this timeline/world. Also she was Norrin's main squeeze in the main timeline
