I think there is not too much in the personal lives to develop. I think more so the story lines need "beefing up". I believe that ratings are due to the vows of viewers to not watch NCIS because of all the favorite cancelations!

I don't think we will see any International series unless CBS can use facilities in other countries or local USA . That's probably why the Hawaiian cancellations and international-too expensive! Doesn't matter if good shows!!
