Definitely needs Rouge the bat and Amy Rose. Amy (even though she was unplayable in Sonic Adventure 2) is an important part of Shadow unlocking the truth behind Maria’s last words and changing his decision in the end to assist the team in stopping the Ark.

Maria and Professor Gerald are a must in Shadow’s character development. And maybe Chaos if they combine Sonic Adventure with Sonic Adventure 2.
