Martin had a good idea for a story but his execution is terrible, he's incapable of finishing the story and the tv shows terrible 7th and 8th season have made it even harder for him to complete it, we will never see this series come to it's conclusion

Angel signed away his claim to the prophecy that he would become mortal, therefore could never be with Buffy without losing his soul and when he loses his soul turns into a remorseless monster that doesn't want a soul.

Spike grew to love Buffy without a soul and then fought to obtain one and become worthy of her love, he did bad things but became a better person and possibly became mortal after the events of Angel season 5 due to the prophecy about a vampire with a soul, which would be a great way of reintroducing him in Buffy as an older man.

Even without a soul Spike rivals Angel, with a soul he's the better man, whether that means Buffy should choose him isn't for me to say but, their relation was much more stable than what she had with Angel.
