In GTA5 we already can see some NPCs pulling the phone and calling 911 after they see you commiting a crime... Sure enough the stars come immediately after they hung up.

Some NPCs chose to pull their phone out to record a video of you as well.

This already happens in GTA5 and I'm expecting GTA6 to continue and improve on it.
