See AllBatman Finally its Why He Will Never Be Able to Save Gotham: "I Cannot Save People from Themselves"
I hate this take so much. Even forgetting the fact that most comics essentially has Bruce building the entire city's infrastructure by himself, I'm pretty sure the curses and several secret societies that make Gotham the hellhole that it is don't care about social inequality programs. Especially this version of Gotham that has people releasing wild dogs back out into the streets or kids playing chicken with a train, the problem with Gotham has always been much deeper than people growing up below the poverty line. When people say BaTmAn JuSt EnJoYs PuNcHiNg PoOr PeOpLe or BrUcE ShOuLd GiVe AlL hIs MoNeY tO tHe PoOr, completely ignores the fact that wealth inequality was never the issue with Gotham, it's a symptom. Batman has always been a metaphorical fight about human beings will to fight evil itself even when that fight brings almost constant pain and suffering to those that fight that fight.
