Legends could also be referring to the LEGENDaries the games are focused on rather than being Legends of the past. Or perhaps it refers in this case to the making of a Legend....

Yeah, I felt the only thing that was lacking was the final quarter of the film. But even with that I thought it lived up to Civil War and First Avenger. If it wasn't for that last quarter I almost thought it was gonna be better than Winter Soldier

I honestly loved the movie. I feel until the last quarter of the film it was on its way to even being better than Winter Soldier. It felt like the reshoots may be to blame for this as the last quarter felt like it was missing some very important scenes and lore that just made the ending a little meh. But the majority of the film was brilliantly done.
