Severance season 2, episode 8 does not give a definitive answer either way, essentially leaving this up to the audience to decide. On the other hand, Sissy makes it clear that she detested Charlotte for being a non-believer in the ways of Lumon and the Eagans, meaning it could be possible she killed her own sister.
