Notably, this number for Luke does not include his time in The Rise of Skywalker, but it even counts his limited cameos in Star Wars: Episode III - Revenge of the Sith, The Mandalorian, and Battlefront II.
In part, Ahsoka's much more significant screen time comes down to the number of projects she has appeared in. Whereas Luke was primarily in the original Star Wars trilogy and (to a much lesser extent) the sequel trilogy, Ahsoka has dominated Star Wars TV shows over the years. Her Clone Wars screen time alone is estimated to be just under 8 hours total, putting just that show's screen time for Ahsoka way ahead of Luke's.
