The water tower was a public site in the small Wisconsin town That 70's Show is set in. After painting the marijuana leaf in the season 1 episode "Water Tower," Hyde made Kelso go up and fix it before he fell from the top and broke his arm. Kelso would go on to fall from the water tower on multiple other occasions, claiming to his friends that he was clearly invincible. He even stated that he fell from the water tower every year since moving to Point Place in the first grade. Many of his friends would him as a victim of the water tower, but one, in particular, wasn't as lucky with his injuries.

Aside from Kelso, all of the young male main characters fell from the top platform of the water tower at some point in the series. In the same episode that introduced the water tower, Fez attempted to fix the graffiti and he too ended up falling after trying to reach a certain spot with paint. In the season 3 Halloween episode, Eric fell from the guardrail when he was trying to see what Donna was doing up there. Eric fell again in season 7 while the gang was up on the tower looking for the engagement ring that Donna threw. Hyde ed the list in the previous season when he wound up in the hospital after he fell while talking to Donna. Like the rest of his friends, he didn't get seriously injured.

The only character to get seriously hurt after falling from the water tower was Charlie Richardson. The character was introduced in That '70s Show season 7 as a newcomer of the group after a little hazing. At one point, he brought beer to the top of the water tower platform to share with Kelso, Donna, and Fez. While leaning on the guardrail, it broke, and instead of helping Charlie, Fez saved the beer. Donna mentioned that Charlie had a very awkward landing. The next season, it was revealed that Charlie died from the fall and the water tower was renamed as the "Charlie Richardson Memorial Water Tower" in his honor. But even death didn't stop the site from being one of the best running gags on the series.
