Goku . Ever since the advent of transformations such as Super Saiyan 3 and Super Saiyan God, Vegeta has always been portrayed as a close second to Goku. This may have changed, however, as Dragon Ball Super hints that Vegeta may yet have wells of power that far outstrip even Goku's most powerful forms.
Goku's Ultra Instinct has gone through several tiers of development on the way to becoming what it is right now. As it stands, there are three different levels to Goku's Ultra Instinct. First is his traditional black-haired form that first debuted against Jiren, also known as Ultra Instinct Omen. Second in power is the black-haired form that debuted against Gas most recently, which allows Goku to make use of his emotions while also tapping into the power of Ultra Instinct. This form is called True Ultra Instinct. Finally, the most iconic of them all, Goku's silver-haired Mastered Ultra Instinct. Vegeta's Ultra Ego Gives The Saiyan Prince a huge Powerup
During the battles against Granolah and the Heeters on Planet Cereal, Goku revealed that he could now willingly use Mastered Ultra Instinct at any point in time. This form, however, was almost instantly defeated by Granolah after he received a massive power-up from wishing to be the strongest in the universe. Later in the Dragon Ball Super arc, Vegeta revealed that he too had access to a divine transformation and debuted Ultra Ego- a newly tempered form that lacked much of the control Goku had garnered over Ultra Instinct. Despite this, Vegeta's Ultra Ego stood side by side with Goku's Ultra Instinct at pretty much all points in time they were shown fighting together. The two forms were undoubtedly portrayed to be equal in power which makes it seem as though Vegeta is actually miles ahead of Goku when it comes to baseline strength.
Vegeta's Ultra Ego Can Make Him Evolve Past Goku
If Vegeta's current Ultra Ego is equal to Goku's Mastered Ultra Instinct in of strength then the future looks very bright for the prince of all Saiyans. Assuming that Ultra Ego is capable of evolving just like Ultra Instinct goes through many different iterations of power, then this is only the tip of the iceberg for Vegeta. The most obvious step for him to take would be to refine his battle style, as it seemed he truly wasn't used to the caveats of Ultra Ego just yet in his battle with Gas. Were he to find a form analogous to Mastered Ultra Instinct, however, such as Mastered Ultra Ego, then Vegeta might as well be unstoppable. Stacking that kind of power on top of an amateur form already on par with Mastered Ultra Instinct could have serious ramifications for Vegeta and everyone around him.
Dragon Ball Super has long hesitated to give Vegeta the ability to sur Goku. Even in the Moro Arc when Vegeta had the perfect opportunity to finally take down an arc's final boss, the victory was swept out from under him. Nevertheless, it seems as though Vegeta's hidden power still outclasses Goku's and the more Vegeta becomes willing to accept martial arts teachers in Dragon Ball Super, the closer he gets to completely suring his rival once and for all.
