No one could have known it would become such a big problem again after 5,000 years. Humans just see the ring of power as any other magic item. It was new information even to Gandalf that Sauron’s spirit was in the ring, and the ringwraiths were scouring middle earth to find it. For all those millennia they thought it was lost… and that was as good as destroyed until it ended up in the Shire.
